The Windsor Framework Updated

Developed to overcome persistent challenges hindering the implementation of the Northern Ireland Protocol, the Windsor Framework aims to facilitate the movement of goods to, from, and through Northern Ireland.

In light of recent developments, including the publication of the Command Paper outlining the deal - Safeguarding the Union – published on Wednesday 31 January - and new legislation, our upcoming webinar will examine the changes to the Windsor Framework. These changes are significant steps towards simplifying customs processes and reducing checks and paperwork on goods moving between Great Britain and Northern Ireland.

The Border Target Operating Model

Businesses are preparing for significant changes in trade processes at the border with the introduction of the Border Target Operating Model (BTOM).

Medium-risk animal and plant imports from the EU to Great Britain will require Export Health Certificates and Phytosanitary Certificates. As part of ongoing developments, Documentary, Physical, and Identity Checks will be introduced, complemented by the removal of health certification for low-risk global imports, and reduced checks for medium-risk Rest of World animal products. By the close of 2024, Safety and Security Declarations for EU imports will be enforced, incorporating streamlined processes through the UK Single Trade Window and a reduced dataset for imports.

Carbon Border Adjustment Mechanism (CBAM)

The EU’s Carbon Border Adjustment Mechanism will be phased in from 1 October 2023. It is the EU’s flagship measure to deal with carbon leakage - the outsourcing of production or supply chains to states where weaker environmental or climate regulations are in place.

When fully in place from January 2026 the system will impose charges on goods which originate from sources which do not operate equivalent climate regulations.

This webinar will discuss the key top level requirements for producer companies outside the EU complying with the new rules on their goods exports to the EU from this autumn. Knowledge and having compliance processes in place will be critical for producers of goods in scope of CBAM in protecting their sales to EU customers.

Navigating Trade Preferences: Reducing Export Costs

CDS Exports Explained (October & November Recordings)

In September 2022, HMRC wrapped up stage 1 of their transition to CDS and bid farewell to the CHIEF (Customs Handling of Import and Export Freight) system for Import declarations. This meant traders could no longer use it to submit customs entries for goods coming into the UK. Now, HMRC is gearing up for stage 2, which has been extended to March 30th, 2024. Brace yourselves, because that's when the Export CHIEF service will be withdrawn.
